Very nice Akela, oh there are many rules, and once a person learns them, then they basically do anything they want, or so it seems. But mostly it is to convey one image, in the present, (an instant in time), with the least necessary words to accurately show the other person what you are seeing. Sounds simple, but actually it is quite difficult. Because everyone sees something different. So to convey your image takes some doing.
Without the pictures it is called Haiku, with pictures it is Haiga....but origianl Haiga were not photo's, rather drawings......
